Concept
The future distribution of the European institutions throughout the European Institution Network will most certainly put the EU political and administrative system more in harmony with the European society : closer to the people, decentralized and working on a network basis. Nevertheless to ensure the efficiency of the whole system, which first of all is depending on its human resources, it is extremely important to take care of three things :
1. the real common European nature of the European Civil Service operating throughout all these institutions (preventing any risk of “nationalization of one or the other institution)
2. the openness of this European Civil Service to the rest of society.
3. its ability to serve and deliver efficiently and honestly.
Of course, these three constraints do already exist for the current EU system. And they have not been fulfilled properly in the past decade as show the very large number of scandals, mismanagement and overall inefficiency of the EU system.
But the reorganization of the EU system must serve a better political acceptance as well as a greater efficiency and credibility.
Experts from cities, regions, companies, think-tanks and administrations will therefore gather for one day to debate these issues around the following 4 topics :
1. Building up a truly Common European Civil Service throughout the European Institution Network : combining independence, excellency and service of the common European interest and decentralized operations
2. Ensuring mobility in-between the different European administrative organizations ; and between the European Civil Service and the other sectors of society (companies, universities, associations)
3. Improving the recruitment, career management and training of the new European Civil Servants in a decentralized system
4. Promoting and defending the common interests of the Union throughout the EU territory.
